 Cannot Drag And Drop

On my Windows XP Pro box I cannot drag and drop anywhere in Explorer
or the desktop. The mouse pointer shows the circle with the slash in
it. Aditionally I cannot open subordinate windows such as the Start
button and then Search. This behavior was also on a Windows 2000 box
at another development site. Does anyone know why this is happening
and what I can do about it? It makes Windows extremely unusable for
me.

Used to be able to create a new playlist - then use explorer to drag-and- 
drop mp3's from a cd onto the playlist.
That way I could have a playlist for the cd.

Something has changed, and drag-and-drop will no longer work.

I can still double-click via explorer to play an mp3 from the cd...(but
just one at-a-time)

What should I check for?
(I have tried the rebuild of the Media Library (wmplibrary_v_0_12.db) and
update MDAC.)
