 system idle process takes 99% cpu

I have a pentium 4, 256 megs rdram and XP Professional.  My system is SLOW.
A lot of hard drive running time and applications are slow to start.

I have noticed that "system idle processes" take 98 to 99% of my CPU time.
What is this process doing and is it the culprit for my slow machine?

The system Idle process is state your machine is in then
it's really doing nothing. With no applications open, it
will stay at 98/99 most of the time.

Your problem is elsewhere

Idle = doing nothing, waiting to work.  98 to 99% available for work.  No, it is not the culprit.  With task manger open start a program and watch what happens to the SIP # and to the process you started.

That runs when there is nothing at all for the system to do - liken it
to its 'twiddling its thumbs' waiting for something.

If the machine is very slow while this is at 98% or so, then you have
something {*filter*} that is locking out other programs while it is working -
and mostly it isn't.  So review what you have starting automatically.
Start - Run, run MSConfig.exe

On the Startup page see what are possible culprits, and uncheck so they
do not load at next boot.  If things clear up, re-enable things by
stages until you identify the culprit - and stop using it
